The expensive mistake when a number will not verify is guessing. People delete the number and start again, or request a fresh code six times in a row, and both of those make the situation worse rather than better — one triggers a deletion cooldown, the other triggers a rate limit. Meta publishes an error code for almost every failure here, and reading it first saves an afternoon.

This page covers the documented registration and verification errors on the WhatsApp Business Platform, what each actually means, and which ones are solved by doing nothing for five minutes. If your number is a landline or UAN, the causes are different and we cover those separately below.

First, work out which failure you have

Three different problems get described as "verification is not working", and they have nothing to do with each other. Identify yours before changing any settings.

What you seeWhat it actually isWhere to look
No code ever arrivesDelivery problem — the number cannot receive the code, or you have asked too oftenNumber type, international reception, rate limit
Code arrives but is rejectedWrong code, expired code, or too many attemptsRetry limits — usually a waiting problem
Blocked before any code is sentRegistration state — already registered, recently deleted, or wrong order of stepsThe error code itself

The documented error codes

These are from Meta's WhatsApp error code reference. If the platform you use shows you a raw code, this is what it means — and note that three of the six resolve themselves if you stop and wait.

CodeMeaningWhat to do
133005Two-step verification PIN incorrectCheck the PIN. To reset it, disable two-step verification and set a new one.
133006Phone number needs to be verified before registeringYou are running the steps out of order — verify the number, then register it.
133008Too many two-step verification PIN guessesWait. Retry after the time given in the error's details field.
133009Two-step verification PIN entered too quicklyWait. Check the details field before retrying.
133010Phone number not registered on the platformRegister the number before attempting the action that failed.
133015Phone number was recently deleted and deletion has not completedWait 5 minutes, then retry.

The code never arrives

Work through these in order, because the first two account for most cases.

  1. The number is already on WhatsApp. A number registered on WhatsApp — including the free WhatsApp Business app on somebody's phone — cannot be registered again until it is deleted from there first. Office numbers quietly registered years ago are a common culprit.
  2. Wrong verification method for the number type. A fixed line will not receive an SMS in any useful way. Meta lists SMS as "Not Recommended" for fixed lines and voice as "Standard" — choose the voice option.
  3. International reception is barred. The verification call or message does not originate locally. A line restricted to domestic traffic will never receive it.
  4. You have asked too many times. Requesting repeatedly does not improve the odds; it trips a rate limit. Stop, wait, request once.

The two-step verification PIN

This catches people out because it is not optional: a two-step verification PIN must be set when you register a business phone number, and that PIN is then required again whenever you change it or delete the number from the platform. Half the 133005 cases we see are a team that set a PIN during onboarding months ago and no longer has it written down anywhere.

If the PIN is genuinely lost, the documented route is to disable two-step verification and set a new one — not to guess, because 133008 is what guessing produces and it costs you a wait.

If it is a landline, PTCL line or UAN

Fixed-line numbers fail for reasons that have nothing to do with the error codes above — an IVR answering the verification call, call forwarding, or an extension used instead of the base number. We cover those in detail in how to put WhatsApp on a landline or UAN number, including why a Pakistani UAN sitting behind an automated menu almost always fails on the first attempt.

If none of this is it

Two things worth checking that are not error codes. Pending terms acceptance on the WhatsApp Business account can block verification without saying so clearly. And if you are mid-migration from another provider, the number may still be held on the old platform — the deletion there has to finish before registration here can begin, which is the same cooldown 133015 describes.

At that point stop retrying. Repeated attempts only add waiting time, and the next useful step is checking the account state rather than the number.

FAQ

Perguntas frequentes

Why am I not receiving the WhatsApp verification code?

Most often the number is already registered on WhatsApp and must be deleted from there first, or you are using SMS verification on a fixed line, which Meta lists as "Not Recommended" — landlines should use voice verification. Barred international reception and having requested the code too many times are the other two common causes.

What is WhatsApp error 133005?

The two-step verification PIN is incorrect. Check the PIN you are entering; if it has been lost, the documented fix is to disable two-step verification and set a new PIN rather than keep guessing, because repeated wrong guesses trigger error 133008 and a mandatory wait.

What is WhatsApp error 133015?

The phone number was recently deleted and the deletion has not finished processing. Meta's guidance is to wait 5 minutes and retry — no configuration change is needed, and deleting or re-adding anything restarts the clock.

Do I have to set a two-step verification PIN?

Yes. A two-step verification PIN must be set when registering a business phone number on the WhatsApp Business Platform, and it is required again to change the PIN or delete the number. Record it somewhere the whole team can reach, because losing it is the single most common cause of a stalled migration later.

Does retrying faster help?

No, it actively hurts. Requesting codes repeatedly trips a rate limit, and repeated PIN attempts trigger 133008 or 133009 — both of which impose a wait specified in the error's details field. One request, then patience, is faster than five requests.
