WhatsApp pricing changes October 1, 2026: service messages will no longer be free

Meta announced its biggest WhatsApp API pricing change in years: from October 1, 2026, the free-form replies you send inside the 24-hour window become paid service messages — with 1,000 free per phone number each month — and utility templates inside the window are billed too.

Service messages become chargeable on October 1, 2026. Every free-form reply a human agent or third-party bot sends inside the open 24-hour customer service window will be charged per delivered message, at the same rate as utility and authentication messages in your market. Until now these replies were completely free. The change is documented on Meta's official non-template message pricing page.

The first 1,000 service messages per business phone number, per month, are free. Meta's announcement includes a monthly free allowance; it resets each month, does not roll over, and there are no volume discounts for service messages.

Utility templates inside the 24-hour window are also billed from October 1, 2026. They had been free inside an open window since July 1, 2025 — order updates and delivery notifications sent mid-conversation will now carry the utility rate.

Nine markets get standalone rates on the same date: Bangladesh, Iraq, Kazakhstan, Kuwait, Morocco, Nepal, Oman, Sri Lanka and Ukraine move out of regional groupings. Meta's docs list Bangladesh, Iraq, Nepal and Sri Lanka as getting lower utility and authentication rates, while Kazakhstan, Kuwait, Morocco, Oman and Ukraine get higher ones. Marketing rates also rise in several markets, including Saudi Arabia, the UAE, Kuwait, Morocco, Mexico and the Rest of Asia Pacific and Rest of Middle East groupings.

Meta's own AI agents get separate pricing: messages sent by the new Meta Business Agent are billed per token — $2.00 USD per 1M tokens, roughly 4–5 US cents per message — starting August 1, 2026, with no free window.

Customer support now has a per-reply price. Once a number passes 1,000 service messages in a month, every extra reply — human or bot — costs money. Teams that send five short messages where one clear message would do will feel it first.

Message efficiency becomes a real metric. Fewer, richer replies (buttons, lists, one complete answer instead of a burst of texts) directly cut the bill. Platforms that show you per-conversation message counts will matter more than ever.
